This strategic leadership role serves as a bridge between high level governance and growth within the National Payment System. The incumbent will drive strategic initiatives, identify new opportunities, and lead transformative projects that support sustainable growth and value creation. Working closely with the board and Executive Leadership, the role shapes strategic direction, secure impactful partnerships, and advances innovation across the payments ecosystem.
Main Responsibilities:
• Manage stakeholder relationships and strategic partnerships
• Oversee governance, reporting, and compliance processes
• Identify and execute innovative business and diversification opportunities
• Develop business cases and lead strategic projects from planning to implementation
• Implement strategies aligned with organisational goals and the National Payment System vision
• Conduct industry analysis and prepare financial models and executive reports
• Drive digital and business and business transformation initiatives within time and cost targets
• Oversee technology platforms, identify risks, and support effective delivery
• Promote innovation, applied research, and data-driven decision making
• Initiate sandbox and value -addition environments and promote applied R&D
• Lead training and communication for new digital tools
Minimum Academic and Professional Qualifications:
• Master’s degree (NQF Level 9) for academic or highly specialised organisational development roles, or
• Bachelor’s degree in related fields such as Science, Engineering, or Technology.
Minimum experience required:
• At least 7 years of relevant professional experience in strategic leadership, business development, or consulting and managing complex change projects.

Cyber Security Specialist (D2)

The purpose of the Cybersecurity Specialist role is to safeguard NamClear’s information systems, networks, applications, and data against cybersecurity threats by implementing, monitoring, and continuously improving security controls. The role ensures compliance with applicable regulatory, industry, and organisational standards (including PCI DSS and ISO 27001), supports effective vulnerability management and incident response, and provides assurance to management and the Board regarding the organisation’s cybersecurity posture.
Main Responsibilities:
• Implement, monitor, and maintain cybersecurity controls across systems, networks, and applications.
• Conduct regular vulnerability assessments and coordinate timely remediation of identified risks.
• Monitor security alerts, logs, and events using SIEM and related tools, and investigate suspicious activity.
• Lead and coordinate cybersecurity incident response, including containment, investigation, reporting, and corrective actions.
• Ensure compliance with applicable cybersecurity standards and regulations, including PCI DSS and national regulatory directives.
• Coordinate PCI DSS compliance activities, evidence collection, and annual attestations, and liaise with QSAs and auditors.
• Review system changes, configurations, and access controls to ensure adherence to security principles such as least privilege and segregation of duties.
• Maintain and update cybersecurity policies, standards, procedures, and runbooks.
• Provide cybersecurity awareness and training to staff and support continuous improvement of organisational security capability.
• Engage internal and external stakeholders, vendors, and regulators on cybersecurity and risk-related matters.
Minimum Academic and Professional Qualifications:
• Bachelor’s degree in information technology, Computer Science, Cybersecurity, or a related field.
• Security-related professional certifications such as CISSP, CISA, ISA or CISM are a distinct advantage.
Minimum experience required:
• A minimum of five (5) years’ experience in cybersecurity or IT security operations.
• At least two (2) years’ experience in a supervisory or leadership capacity, with responsibility for guiding teams, overseeing security operations, and enforcing cybersecurity controls.
• Adequate knowledge of computer systems, software and procedures related to the job.
• Knowledge/Experience of the national Payment System will be an added advantage.
• Solid experience in COBIT, ITIL, MCSE, MCSA, CISSP, CISA and CISM.

TEST QUALITY ANALYST (D1)

The Test Quality Analyst is responsible for overseeing the entire testing lifecycle. This includes analyzing requirements, planning tests, tracking defects, and reporting results across all streams. Additionally, the Test Quality Analyst is tasked with drafting and maintaining the testing procedures and protocols within Namclear.
Main Responsibilities:
• The test analyst is responsible for planning, managing, and carrying out the testing process within the allocated budget and timeframe while ensuring the desired quality.
• The test quality analyst will be responsible for designing, implementing, and evaluating testing procedures and protocols for Namclear, Industry, and Bank-Specific projects across all streams.
• The test quality analyst will work closely with the teams to ensure quality assurance/testing has been conducted before release to the PROD environment.
• The coordinator reports on the progress of the testing process and the quality of the testing object in accordance with the test strategy and plan.
• Responsible for managing and documenting defects, working with teams to resolve issues, and providing regular updates to stakeholders on the status of testing activities.
• Assist the Project Management Office in compiling and monitoring the test effort budget for projects and the release plan.
• Plans and organises meetings and workshops for all testing-related activities.
• Plan and Coordinate regression testing, stress testing, and performance testing.
Minimum Academic and Professional Qualifications:
• Bachelor’s Degree in Information Systems, Information Technology or related field.
• Diploma in Information Systems, Information Technology or related field with 5 years of demonstrated experience performing quality assurance and system/application testing, developing test plans and overseeing and coordinating the successful implementation and execution of test plans.
Minimum Experience Required:
• 5 Years of test planning and coordination experience.
• 3 Years of working experience in the National Payment Industry.

Minimum Academic and Professional Qualifications:

• Recognized IT Training in at least one or more of the following: (A+, MSCA, DP-300, N+ Certification, and MSCA, Sharepoint, T-SQL, Web Development).
• ITIL/COBIT 5 Certification
Minimum experience Required:
• At least 5 years of working experience in a Business and IT environment in Development Design & Support, SQL Support & Administration
• At least 3-5 years of Namibian Banking ICT Experience.
• IT experience within the Financial Industry will be a distinct advantage.
• Excellent knowledge of the operation software, i.e. SQL server database, Oracle, MySQL, and related server Operating Systems
• Experience(ASP.NET.Javascript,VB.NET,MSSQL.MYSQL,Powershell,HTML)
